About DIGITS

Integrated electoral data. Measured dynasties. Accountable governance.

DIGITS is an independent research institute working to make public information about Philippine elections, candidates, and public finance more accessible, connected, and useful over time. These records have historically been scattered across agencies, election cycles, documents, and incompatible formats. Some require separate requests and associated fees, while others have never been organized in a way that allows users to follow candidates, coalitions, and patterns of electoral competition across time.

That is the gap DIGITS is working to close.

DIGITS has brought together fiscal, electoral, and candidate records covering Philippine elections from 1996 to 2022. We digitize and standardize records, link information about individual candidates across election cycles, extend coverage to municipalities, and connect electoral information with public-finance data. The result is a growing public resource for understanding how the Philippine electoral landscape develops over time.

Researchers, journalists, educators, civic organizations, public institutions, and other users can draw on this resource to examine elections, candidate histories, coalitions, networks, and patterns of political competition and concentration.

Our vision

  • We believe that accessible, credible, and interpretable data are essential to democratic accountability. PhilDIGITS aims to be a durable national data commons — a place where anyone can trace how political power is distributed and exercised across the country, and use that understanding to ask sharper questions of those in office.

01. Integrate electoral and local government data from 1992 to 2025, covering 82 provinces and 1,493 municipalities.
02. Measure political dynasties through the Dynasty Index, capturing their depth, persistence, and entrenchment.
03. Enable analysis of how dynastic concentration relates to outcomes such as corruption, poverty, and local development.
04. Make data usable, not just available — through dashboards, narratives, and clear documentation.
05. Support evidence-based policy and informed public deliberation on governance.
